covering fire aim debuff doesn't work on enemy fire.

covering fire aim debuff doesn't work on enemy fire. it seems that hit chance is already calculated before aim debuff of covering fire when you react against enemy fire. checked with perfect information for lw2. experimented with naja who has 33% hit on my man. after covering fire, it's still 33%.
there are two possibilities
1. perfect information for lw2 shows wrong information with covering fire.
or
2. actually hit chance is calculated before covering fire debuff so it's actual bug.
