Not really a bug, just an issue with cosmetic mods and civilians

I was wondering if anyone knew an easy way to prevent cosmetic mods from being used during the creation of custom civilians. I don't mind it with soldiers since they can just be re-customized, but it's quite irritating when a scientist, engineer, or civilian spawns in with a weird appearance or weird voice, as they are un-customizable and you can't do anything about it.

I know that there's the No Invisible Heads mod for dealing specifically with invisbible heads, but IIRC that didn't work correctly when I last tried it- possibly due to the sheer number of mods that I'm using that add invisible heads as an option. So I'm looking for more of a catch-all solution that turns off the use of custom assets altogether for civilians, and ideally soldiers as well.

Some of these mods have sliders for determining the frequency that they appear, but unfortunately most don't. But this indicates that it's possible.
