Engineer Bug 1.3

Not a 100% sure if it is a bug or not, going to post it anyway.
Engineers no longer have cool down on shooting grenades.
Had a game in a fairly difficult mission that an Engineer used a flash bang one turn, than next turn used another flashbang - keeping my guys non stop disoriented.
which made my life quite difficult as to kill that engineer required me to do some very risky plays - who was surrounded by 10 other guys.
