Snapshot bug?

I ended up with a 16 move Sharpshooter and decided to give Snapshot a go. Snapshot description reads that you can take a standard shot or standard sniper rifle overwatch after moving, but it's not letting me overwatch. Is the text wrong, or is this a bug?

You may take standard shots with your sniper rifle after moving, but you suffer severe range penalties beyond 5 tiles of squadsight range.

The additional information accessed by the ? mark elucidates:

• The soldier may now use the sniper rifle for standard shots after moving, but suffers extreme penalties at targets beyond 22 tiles range on those shots.
• The soldier may not enter overwatch with the sniper rifle after moving.

Snapshot allows you to overwatch OR move and fire with the sniper rifle.
