Failed mission grants non-zero XP

Not sure if this is a bug, but I had two soldiers promote after evacing out of a mission with so much as seeing an ayy.

Have save file if needed.

You get 50% of the base experience you would've earned from succeeding after a failure.

Really? That sounds exploitable. I had read somewhere that the XP gained from a failed mission depended on the % of enemies killed. Not so?

Mission xp on failure = (proportion of non-RNF enemies killed) times (50%)

If you killed nothing, your soldier must have earned two promotions in their prior mission.
