Descripton & Savegames
I have a 2 man squad ready to start a jailbreak mission.
However when I start the mission the load time is very short, and when the mission starts many of the parcels of the map are empty.

I reload a save on the Avenger just prior to starting the mission, and the same thing happens again, only with a different map.

I try reloading again, and this time the map is completely empty.

Troubleshooting
I have restarted the game and my computer - same thing happens.
I have regenerated the ini's - same issue.
I also removed all other mods - same problem.
I am not using the Caps Lock load trick, or anything like that.
