Hacking the network tower while a soldier is mind controlled stuns the soldier

Plus after the alien's un-stun the soldier remains stunned.

The super specifics of the post-enemy stun part was that during the stun they could not do anything, after the stun they could not move but could seeming use abilities though nothing was in range so all I could do was overwatch. I didn't elaborate because I thought the initial issue of getting the whole-map-stun was the issue and would resolve the rest.

This "unable to move" condition lasted indefinitely, and I did not see any debuffs on the soldier either during the map-stun or afterwards.
