Supply Flow Severely Decreased

After the 1.1 Update the rate I get supplies has changed to less than half of the 800+ per month I was getting Beforehand. I read the changelog and I don't seem to see anything that changes supply significantly. I now have 15 days till advent project completes so maybe that has something to do with this? One of my previous saves only lost 200 supply and one earlier than that remains unaffected. I just was wondering if I am in fact experiencing a bug or if advent is just better at shutting xcom down than before?

Faceless used to steal a flat number of supplies, which meant that A) low number of rebels on supply would be completely and totally shut down and B) you could kinda overpower them by having tons of rebels on supplies.

In 1.1 they now steal a flat % of supplies, which means A) it's feasible to make some money early game without all of it getting stolen but B) it's more important to root them out before turning a Haven into a giant supply factory.
