Snapshot ability bugged

1) Current
2) PC, Windows 10
3) No other mods
4) Snapshot ability is active even though the unit has 2 AP and has not moved. Unit is unable to fire their rifle normally.
5) Save game available upon request

It's designed to work like strike rifles in the original Long War.
