First off 1) sorry for misreading the signup and using my email as my username and 2) thanks for the work y'all have done in making a two year old game my favorite pastime for the moments when I feel helpless, like the world is doomed.
Second, is it normal for the Blacksite to have not appeared in May even though I liberated Central Asia? If it isn't, I'll post my (excessive) mod list, but maybe this is just normal?

You mean "liberated" as in "having done the HQ assault in (there's no central asia I believe)"? Does the resistance management screen in the commander's quarters say "liberated" on one of your havens?

IIRC the Blacksite reveals when you complete the Network Tower mission. Completing HQ Assault only reveals the Avatar completion bar.
