What is the modifier on moves like mindspin/mind control?

According to perfect information, sectoids have 80 psi offense, and yet it still managed to disorient one of my 100 will soldiers. This implies that mindspin has some kind of bonus to hit on it or something since will is subtracted from psi offense.

could be just unlucky i had mind spin missle at a reasonable rate 1/3 ? and none of my guys have near 100 will how did you get 100 btw

Psionic Hit Rate (for both aliens and XCOM) = Psi Power + 50 - Enemy Will

So, your soldier had a 30% chance of being affected.
