Retaliation mission saving 1 civilian

So I managed to get one civilian out and it counted it as 0, is that intended? It was one of those where there were only 5 of my civilians all the way on the other side of the map getting killed off as soon as I landed, so one save was as good as I could pull off. The counter up in the corner said 0/5 after I roped him out, then the mission debriefing said 0/4 rescued.

Hahaha that's exactly what I was thinking. It's weird though, I did activate 2 other faceless civilians and they behaved as normal.
