Advent strength reduction after liberation

As far as I know liberating a region reduces advent strength by 5 and the remaining troops disperse between neighboring regions. What happens if there are no such regions? For example, advent region is completely surrounded by liberated regions, so after liberation all troops disappear or still propagate to other regions?
