What is the minimum regional vigilence?
Is it 0 or 1?

It should be 1 or more. Never had 0.

Hello SonnyWiFiHr.
I don't intend this to be mean or rude, but have serious doubts that you actually understand what vigilence is in LW2.
It is not any value that has a visual representation in the game, so I am curious to know how you determined what the minimum value is?

There is a mod for displaying the Vigilence of every region.
