Insanity - What disability applies?

It seems to me, that once insanity lands, it's quite random what effect will be triggered. Is there a table for the odds of panic/MC out there?

It's based on a stat contest between the attacker's Psi Offense and the defender's Will. You have 5 possible effects: disorientation, longer disorientation, panic, panic (yes, it appears twice and unlike disorientation both instances have the same duration) and mind control.

Options 1 and 2 (the weakest ones) have weight equal to Will/Psi, option 3 has weight 1 and options 4 and 5 have weight equal to Psi/Will. This means that, for instance, if a Psi Operative with 80 Psi tries to use insanity against a 60 Will target and the initial check is a success (chance is 50 + Psi - Will = 70%) the target will be disoriented 29% of the time, panicked 45% of the time and mind controlled the other 26%.

This is the same mechanic used for Sectoid Mindspin, the Impairing Ability included in Lancer/Muton melee attacks and the secondary effects of the Berserker Queen/Archon King area attacks. Both Impairing and the ruler area attacks use Strength instead of Psi Offense. The effects for them are disorientation, disorientation, stun, stun and unconsciousness. The effects for ruler area attacks have a limit of 1 unconscious target (after the first target becomes unconscious every 5 becomes a 1).
