Psi Operatives: Will vs Psi Offense

With the 1.3 changes to Psi Ops, is there really a point to picking psi ops based on the rookie's Psi Offense stat? With the Will stat being crucial for Insanity rolls, and so much of the Psi Offense stats tied to the Psi Amp weapon, is there a benefit to picking High Psi on a rookie, or is there a major downside to picking one with low Psi?


I'm asking because i have a rookie with 39 will, but only 8 Psi. The higher will would be useful for Insanity checks, but that Psi off stat is very low.

Will has only defensive capabilities. That means:

- Defense against PSI attacks. I don't find this particularly useful.
- Prevents a panic roll against any attack. This can be quite a pain.
- Gives a higher chance for bleedout timer when the soldier falls. Since PSI are quite valuable, this is something you have to keep in mind.

However, a PSI soldier without a high PSI offence is average at best. You can still use things like mind merge and stasis but you will never mind control a powerful enemy.

I wouldn't make a PSI soldier without 20 PSI offense. As for the low will that comes with using Neurowhip, you can use "Lead by Example" on your commander. If you go with a Specialist commander, you usually get a nice boost of will to everyone and a significant will boost to your PSI soldier.

What made you think that will was the stat used for success/fail of insanity?

If it wasn't clear from the above post, the success/fail of insanity it's determined by the psi offense of the soldier and the will of the enemy.

This is true for domination as well.

enemy will is taken in account for insanity rolls, not psi's

psi strenght - enemy will is the formula for chance to hit IIRC
