Can POIs expire?

I had a +1 res contacts POI, and I wasn't scanning it, and now I've noticed it's disappeared. Is there a time limit you have to get the POI in before it goes away?

Anyone know a console command to add +1 res contacts?

Yes they can, and they last about 7 days in my experience, no console command for such a thing.

Well crud, that's a really bad mistake. I always thought they stuck around forever.

No. If you do not collect it till next supply drop the new supplies will just be added to the existing drop.

You're not an actual cheater until you start going 'fuck this mission, it's boring to do missions during the conventional-only period of the game' and TTC your soldiers around the map instead of just running it.
