I see a UFO hunting the Avenger, although the Dark Event is not active. Is this a 1.3 feature I missed?

There are two kinds of UFO hunts, the dark event created hunt and "plot" created hunts. Completing certain golden path missions (I think the blacksite/forge?) will cause a UFO hunt to start.
