I attempted a Haywire on a frozen MEC, and it was successful. However, the Mec then thawed out, and was not shutdown, and sent a micro missiles at my squad.
Is it possible that a frozen character automatically is unaffected by other effects? So the MEC essentially "recovered" from the shut down, and was able to act the next turn.
