Panic and Overwatch

Playing Lw 1.3,so far so good but is it normal for paniced advent to be able to overwatch? just expericanced it for the first time and i dont recall it been in vanilla or 1.2

Did they have Ever Vigilant? I noticed my Ever Vigilant panicked Infantry getting OW after skipping their turn.

Well its was a normal advant officer who overwatched,so no i dont think he had that perk.
