Will progression bugged?

In XComClassData.ini there is a comment that states that will progression from the base game is removed. This would mean that at corporal soldiers shouldn't gain any will but they do, just like in the base game.

Is this a bug or was the comment just forgotten there?

I brought this up in the past as well, Johnnylump said it was something they were trying to do and couldn't get to work properly. Merely an errant comment.
