I posted this in bugs, but while I am waiting on an official opinion, I was curious to see if anyone else has had this happen.

This just started happening a few months into the game. Suddenly every single country on the planet gives me the exact same mission. Even from the countries I have not contacted yet. As soon as they expire, it starts all over again. About 16 mission briefings all back to back.

I run a lot of mods, but nothing that I think would have anything to do with mission generation.

FYI, I remembered I added a mod that adds a 'liberate' job to havens. Checking the comments for that mod, it appears that others are seeing this problem too. I will disable the mod and see if the problem goes away.

Lesson learned - ALWAYS try to isolate the mod that's causing a particular bug. After all, if the buggy behaviour were something you might expect, then it wouldn't be a bug

Problem is solved.

There are lots of cool mods that add new jobs to Havens, but I would stay clear of them for a while.
