I would like to be able to assign extra xcom soldiers to guard havens that I feel are in need of extra protection, either from invasion, or because I think they might have spies.

If that leaves me understaffed for missions, then that should be my choice. Right?

Might be a decent way to give Squaddies some experience as well.

Maybe a second haven adviser slot unlocked through the GTS?
