Is my game bugged?

I had a haven evacuate mission that starts concealed and have to evacuate the members. Had about 12 enemies but they were some mid game stuff like berserkers and other end stuff advent troopers. About 12 no reinforcements spawned. Had a raid advent supply convoy that said swarming but only had 16 enemies and no reinforcements. I'm starting to think my save is bugged and just wondering if thats the case.
