Sending Psi operative out before letting them train?

I just came back from my first operation with my baby Psi operative. He's ready to go into the chrysalis for training. But I'm short on manpower and am thinking about sending him with the next squad. Will this level him up a second time, or will the EXP be wasted? If he levels, will he lose out on a rank of Psi ability picks?
