When does a faceless become a faceless?

Namely when rescuing personnel can they be a faceless? Would throwing a battle scanner reveal them in their cell?

That's how they worked before.

In retaliation strikes sure but I'm curious about when you rescue them from cities...

From what I've seen, they become a faceless when you end your turn with in a blue move of them.
