How to build Radio Towers ?

Might be a "doh!"-question, but after researching the tech, I'm too dumbfunded to find a way to build them.

Clicking on the tower next to the region (which was the way to build it in vanilla) just sends me to the resistance personnel management screen...

any help would greatly appreciated, help a blind woman out please !

I have the same problem.
Either i'm blind or i am missing something.

You can build towers from the haven management screen. Once the requirements are met, the button will appear in the upper right.
