Skipping Hunter Upgrades

Can you not skip the middle tier of hunter upgrades? I was hoping to save some money since most of the hunter weapons aren't that great anyways and... I don't think it'd be amiss, balance or lore-wise, if you could skip buying the middle upgrades for hunter weapons and upgrade directly to the last version, it's still a trade-off.
