You're missing the deeper philosophical meaning, where that civilian isn't truly bound by the collar, but rather by choice. The loose pony-tail symbolizes the willingness to bind oneself (into a pony tail), which shows that she is brainwashed and the aliens allow her the appearance of imprisonment so that she doesn't have to make excuses for her own inaction in escaping the prison of her own....

Or some shit like that. Yeah. Let's go with that.
