So this is a wild idea. If you wish to not act upon this I fully understand.
I think two things are currently underutilized. No one has a rifle, and no one really uses a pistol The new Ranger could be a mix of both these things.
Ranger Main Weapon - Flintlock Rifle
Damage: 3-5 (same as regular Assault Rifle)
Effects: Bleed. Causes 1 dmg per turn and a movement penalty.
Distance Penalties: Same as Sniper Rifle
Crit Bonus: +10
Ammo: 3
Ranger Secondary Weapon - Pistol / Revolver
Damage: 3-5 (same as regular Assault Rifle)
Effects: None
Distance Penalties: Same as Shotgun
Crit Bonus: Same as shotgun
Squaddie Level Perks
Light Em' Up
Commissar
Hunt Shot (take a Rifle shot with +10 aim, 1 turn cooldown)

What this change does?
It's essentially the same class except you'll use Rifle for mid-long range and the pistol for short range. You'll get more unique weaponry since you won't be carrying a Shotgun on your Ranger like the rest of your troops. The Ranger would probably be slightly weaker than now since the fact you couldn't take a Shotgun with you. This can be counteracted with having strong perks on the class.
