"Lead by Example" bug?

In the Leader Pack mod, I recently trained a sniper with the "lead by example" perk and I was expecting all other members of my squad within command range to get + aim since they are non snipers and have lower aim. However I noticed a couple soldiers did not receive +aim (using perfect information mod, as well as simply targeting enemies and looking at the bonuses), and what I further noticed is that these soldiers that did not receive +aim, they were receiving +will since their will is lower than the sniper's.

This makes me think that there is a bug that only gives soldier's +aim when their will is higher than the leader's. Can someone investigate/verify this? The way the tooltip is worded it should boost aim/will/hack simultaneously and not just prefer one of them.
