It means that Long War 2 was commissioned and paid for by 2K in the first place. So if there is anything new on the horizon for Long War 2, it is 2K that will have to decide when and what will be announced and Pavonis will have to play ball.
They are a sub-developer on XCOM 2, but on the mod side.

You do not need to uninstall Long War 2, just turn it off from the Launch Menu and start a new campaign on Legendary with the expansion installed. Once you liberate the region, all missions currently under infiltration will prompt you to launch or abort them ( at their current infiltration percentage).
