Pretty sure the stuff in the /src/ folder is source code, and needs to be compiled. Are you using the sdk at all?
Maybe a tutorial would be useful? Note the part where he creates a clone version of stealth(conceal).

Neat, all I found while digging was references to the template HeavyPlatedArmor, and aforementioned build/research bits in the overhaul ini. I was going to say it's probably trivial, but looks like it's not, since I can't find it anywhere, the overhaul config file has data for research and build costs and what could be bonus inventory slots, but I can't find the health anywhere.

That said, I do like the idea of having certain early game items. Having an item that grant slugshot (for example) would expand builds for things like shotgun armed-but-not-assault classes. Wraith cannon worked fine in vanilla. I did hack a sectopod on a final mission (several +10 permanent hack bonuses over the campaign makes it easy), and fired wraith cannon at the aliens quite well. And it did work correctly at all stages. What you mean with "serveral +10 permanent bonus"...

You can also find leads in: rescue VIP(scientist/engineer/soldier only, not resistance personel/rookies), and kidnapping dark VIPs. Someone noted that the surest way to hit the enemy is to aim at your feet. Personally I much prefer editing out the scatter in the ini, which wasn't that hard. And technicals still feel underpowered, not OP.

You'll find that if you learn it from the AWC, it won't let you learn it from the regular tree. On the upside it will let you pick something else, and not bug out and deny you a pick like it did in the first XCom/Long War.
