Looks like a good list of suggestions. I like pretty much all your psi suggestions (I also wanted psi to be available very early but as a power now vs later trade-off). I broadly agree with the thrust, but I think you should probably be able to get both HoB and demolition on one soldier as those are the two that don't rely on aim. But by all means put them against proper shooty perks like chain shot and cyclic fire, which are also good but on more of a killy gunner.

I was thinking the same thing. It seems to last forever. It's actually worse than the recruiting block one because you also don't want to rescue any rebels or get free ones from hacks.

I hope they tone down the vigilance spike from Liberation in 1.3. It seems overly punishing right now if you don't manage to complete Lib 2 and Lib 3 the first time they come up.

I still prefer a balancing of the existing system than a reversion to vanilla. I think with vanilla psi-ops we lost a lot of the attachment one gets to soldiers because you just stuck a rookie in the tank and pulled out a fully formed top-rank psi-op some months later. So making them go on missions ...

I'm not keen on them being able to learn all skills. I like the aspect that forces you not to just build them all the same. I'd like the skills to be made more powerful, have more reasonable cooldowns, and not be reliant on late game tech to be effective. I also think infiltration could have a role ...

Fair enough - sounds like mind merge needs some love then! The other thing I was wondering was can you actually upgrade psi-amp in a reasonable timeframe? Isn't mind merge at least a bit decent now it actually lasts through the enemy turn? Like aid protocol it would help a soldier in a bad spot. Or is just not enough hp to matter?

So your chance to succeed is only 25%/50% (plus something mysterious) and you can only use it when within a single move of the target. So very situational AND unreliable. Agree with OP. I think the ammo increase does have an effect, but not enough to stop it being autopick at that tier. I don't like making it just + aim instead of guaranteed damage. That makes it into walk fire and loses uniqueness. Also it would be ideal if this was a perk that was appealing to low ...

And for network tower, use a shinobi to hit the objective before you lose concealment. That way to reinforcements at all.

The reinforcement timer starts from reveal. So break concealment as close to the objective as possible and get out swiftly.

Weapons and armour are the most effective research but only if you have the resources to a) do the research and b) build the stuff after. If you smooth out economy by addressing supply raids, and boost corpse items such as ammos (maybe make them cheaper?), that should address that issue.

I think it says a lot for the current balance of the trees that I disagree with most of OP's choices AND disagree with many of the replies disagreeing with him. Maybe not absolutely perfect yet but it's pretty good.

I was planning on going psi from July in a campaign where I got loads of scientists and had my psi lab scheduled to finish just as 1.2 dropped. And then my campaign died horribly on Lib 3... Liberation missions will generally look unattractive: short infiltration times, high enemy activity and low resource reward.
So if you didn't know to prioritise liberation you probably just skipped them every time.

Depends on stats to a large degree. I'd consider building a dedicated medic late game but not before then. I'd respec if I got a hack reward boost and/or hack PCS.
