It did not land, so that was why Insanity didn't do damage?

Then the description is slightly misleading; I thought it would do damage no matter what because of the term "guaranteed".

I am not sure if it is just me, but when I put my mouse cursor on the screen (not the scroll bar) and scroll my mouse wheel, the screen does not move.
