the second one is not a mod conflict as the person said but is a vanilla bug, though mod conflicts make it more common. only way out of it is to save exit and reload.

I have found that selling surplus to the black market is one of the best ways to get supplies in long war two.

I play on easy though and their is a lot of loot per mission. selling anything you don't want or have excess of is vital.

black market has always had a way to rush research for intel that is vanilla game play. just most people ignored it cause it was a waste in vanilla.
