Yes, the target can take cover. If it could not, I wouldn't see "flanking" bonus listed in the Critical table. I was testing this against an Advent Officer.

Hit and Run doesn't work when concealed.
Based on the description of the perk, it should work from concealment, since when you attack an enemy this way, you get the "flanking" bonus, as listed on the screen when you aim. Hit and Run states that you get a free action after taking a standard shot at an exposed or flanked enemy.

I witnessed a disoriented Advent Trooper hit for 3 damage against full cover. Now, to do the math, full cover offers 45 defense, which combined with the -25 from being disoriented means the trooper is shooting with at 70% penalty. Generally, but it is sometimes very painful, when your soldier becomes slower and can't make it to the evac zone. That said, the enemy does suffer many more wounds that you, so it is logical that Red Fog helps the player mode.

I like the idea. Suffering a "poisoned"-like debuff for a turn afterwards seems like a fair price to pay. Having, say, 2 charges of the stuff would be nice too, with the second charge causing the debuff to last for 2 turns, instead of 1 (overdose).

So this means that a miss can be upgraded to a Graze, if i roll a crit? This means that a high crit chance is almost like a reverse Grazing Fire.

An additional point against Plasma is the need to develop each weapon separately, unlike the other tiers, which just have "regular" and "heavy".
