Shadow Strike on DFA-Phantom-AMF sharpshooter + tactical suppressor mode.
I had one in my recent campaign - it's just insane.
OHKO everything but a MK2-3 Ruler. And if you give him hunter DLC pistol - this moster can do it several times/mission.

I've had only 1 in my entire campaign despite having several adjacent regions with str ≥ 8 for a loooonnnng time so it sure isn't automatic. From my experience 100% to crit is avaliable only on plasma sniper rifle or on regular one with some good AWC (like shadowstrike or deadshot). Elite Exp. Mag - is the best and always done as it's the one that usefull for everyone.
