I think Cutthroat is undervalued, it just dont give you much early-game. Doesn't work for me either. Just had a kubikiri crit on damaged ADVENT general (siper rifle, AP ammo, 2 armor left at that point) and it only did regular crit damage leaving the enemy with 9 HP.
