You need to look at the actual listing for the federation, so look at the allies and check each of them individually. I dont know if there is an easier way but one of those is unable to ally with Poland or vice versa. This includes cooldowns. If any of them are on cooldown for poland to ally with, ...

Never mind. Figured it out. It just takes time--and you might have to do it from the Host (larger) party instead of the Guest (smaller).

And Claims can be checked by clicking on Regions in a nation's detail.

It's 2024, and I cannot get Finland to join Russia's Eurasian Union despite controlling both countries 100%. Councilor has 9 capacity and only 5 taken up by current orgs.

My best councilor cannot acquire the Lawrence Livermore org. She has the Admin bandwidth and is not Criminal; I have 1 control point in the USA; I have the money. ???
