can you stand the temptation of not clicking all the perks?
if so in
XComLW_AWCPack.ini
change this from false to true
ALLOWTRAININGINARMORY=true
and you can just click on the ability in the soldier AWC perk screen and it will be learned

i'm not sure if the Anarchy's Children DLC is required but Armor Variety lets you do that to quite a lot of armors but a side effect of the mod is that there will be a lot of duplicates so you will need to search a bit more to find the ones you want https://steamcommunity.com/sharedfiles/filedetails...
