I like OP's first suggestion, which improves Interference to be a free-action.

I wonder if changing its charge system, so the charges can be replenished per several turns would be overpowered.

This is not a topic-related post, but does Combat Awareness benefit those who are suppressing? I thought it only affects overwatching units.

The Steady Weapon issue should be fixed in 1.3. Kind of dumb if overwatch is nullified by it still though. - Using Steady Weapon will now count as an attack action for the purposes of Deep Cover, meaning DC will not trigger. Hellweave Vest and Combatives

Does Hellweave Vest still deal damage to the melee attacker, when that melee attacker is already parried and counter-attacked by Combatives Perk?

Also, if the melee attacker uses melee counter-attack instead of melee normal-attack, does Hellweave Vest deal damage to that melee-attacker?

Hmm, i'm pretty sure one of my soldiers have been able to fire Kill Zone shots while hunkered from deep cover (which is pretty handy) and i think normal overwatch shots too but it might be related to the mod Reliable Ever Vigilant i'm using seeing this line in the config : +TurnEndEventPriority=50 ...

On Veteran, I just buy Scientist and Engineer from the get go, GTS after 30~45 days, Psi Lab, and then AWC at the deepest floor (B4 floor, left or right).

Faster healing rate is very nice to have, but you never want to get injured the first place.

I started my campaign at 1.4, so the Solace that caused the issue must be the version of 1.4.
