If you are using any kind of mod that expose % chance of shot, it will not work correctly against Area of Effect ability and it will show as 100% all time. You need to check the % individual by manually targeting each one of them.

Once the Haven rebels been reduced below 4, it is hard to populate them back again. The Retaliation mission is the main beef that could make it happen since they spread all over the damn place and you can't control them then they get pick off one by one. Worst part is the activated pod also interest...

Go with Rookie to learn all the mechanic. LW2 added and changed a lot of stuff that some vanilla tactic doesn't apply.

Put your highest rank soldier/officer in until you need them to do some mission then pull them off and plug someone else in. The progress is not reset when you remove them.

With the amount of how big each pod become lately, support Grenadier become more valuable than offense one due to how large the radius of Flashbang become and since grenade no longer reliable to take cover down, it kinda better to impair their ability so you can assault them or making retreat to bet...

The Tactical Research only affects a small percentage, usually around 20%, of a specific species or two. Like Stun Lancers or Sectoids or Vipers and their ilk.
