They're pretty easy if you blow the wall off the building with a rocket and have a sniper go to town with squadsight from a shinobi, spend a couple turns fighting defensively on the evac until everything is wrapped up and your shinobi gets back.

I've found it a bit lackluster. As a stealth opener I still prefer grenades or a flamethrower. It just seemed to miss a lot, even when flanking. Its also outclassed in every way by the MSGT level Street Sweeper which can't miss, does bonus damage to unarmored, ignores low cover, and has a much wider...

I think its supposed to be a major blow if almost everyone in a haven gets killed. Having one of your troops as the haven advisor helps recruiting to get the numbers back up.
