In theory the the research and command stats benefit nations via the Advise mission, but I have no idea how much it helps or how to best use it because there's little to no feedback about the results.

The Tactical Research only affects a small percentage, usually around 20%, of a specific species or two. Like Stun Lancers or Sectoids or Vipers and their ilk. The only real exceptions are in the Alien Conditioning health-boosting ones, which are significantly more prevalent and applies to every AD...

Oddly, I'm pretty sure I have seen it say Stunned 4 turns, thought it was terrible, and then been surprised when the stun ended sooner. Wrong tooltip? Maybe there's a chance to break it per turn? Maybe it counts Xcom and alien turns rather than the expected Xcom turns?
