I think it does the same thing, it's literally called Alien Conditioning and doesn't say tactical upgrade on it. It says something like aliens field tougher units, which I take to mean additional hp. You can understand my confusion on that as the alert doesnt say "for a month" like a few others, and its affect is in the tactical layer where every other DE is permanent. I definitely understand your confusion. There are some events which I suspect are permanent (like alien conditioning)...

i understand this is currently to prevent clutter on the geoscape, but it hurts the game. so... increase the amount of unexpired missions allowed per region, so we do not have to do boring repetitive missions just to "clear the board" to make room for haven to spot the important missions....

I do believe the very base of all the complaints lies in #2, don't think the randomness is quite the worst factor but in general the abilities they bring to the table are generally considered not worth the investment on them.

Cool Under Fire applies to all reaction shots, including Suppression and Close Combat Specialist. It increases by one tile the same way more mobility would increase your movement by one time. I'm not exactly sure why Firaxis changed it, because I think most people probably assume it works the way, but in XCOM 2 it was changed to be independent of hitting the target - if you have a 10% crit chance it means that 10% of the time when you hit the 'shoot' button you will get a critical hit, ...
