This wasn't just to do with viper bind. From what I understand the AI in vanilla did not prioritize shooting at 'incapacitated' xcom. LW2 did away with this. This is the Extract VIP from City mission. It's always had XCOM soldiers begin unconcealed unless they have Phantom (Shinobi, some Sharpshooters). It's why only Shinobis are usually sent on them. This sounds like a known bug where of a pod activates with the squad concealment active the entire AI locks up.
PI couldn't fix this bug without otherwise making every pod leader flank itself on activation

Okay, so there are two things:
The Find a Lead objective refers to the liberation chain, you seem to know of it already.
For facility leads you want missions with an Intel Package, those are either facility leads or points of interest.
In both of those cases all you need is mission completion.

The Last Stand is in fact a feature to prevent you from having liberated the whole world, because you cannot in fact win the game without defeating the avatar project.

One thing that might help is to stop it with the rookies as rewards as the game progresses. A rookie in august is fodder for suicide missions. Your only other source of soldiers is the black market, and that is rather limited. I think to support any more of a fighting force you would simply need to...

To note, not sure if this was fixed or not but if you DO liberate the planet (and someone else had done it before) the you will immediately spawn an invasion on every single haven, which is technically a bug, the Last Stand should spawn only on one but has spawned on all when the guy did it

For that matter, why can Poison wear off before dealing a single tick of damage? The only time I've poisoned a guy thus far the poison wore off at the start of his next turn- it did literally 0 damage and had 0 CC effect, because it wore off before he moved or shot. It can't wear off before dealing...

In a game where we have a basic unlimited flashbang capable to stun 50% of the enemies with lower level perk, the devs are afraid that faceoff which needs a greater investment (also a weight 3 AWC skill) will unbalance the game if it can apply ammo to the targets. Faceoff issue is actually vanilla....

All honesty though, dragon rounds are straight up superior to AP if it's not a machine, they deal the sane +2 damage (admittedly one of those is in the start of enemy turn) and if that still fails to kill the target is disabled.
Venom rounds kind of the same even but a much weaker debuff

8 turns is after you complete the objective. Do Needle Grenades also leave enemy corpses "intact" (intact enough to sell/autopsy)? Or is it just Loot items that are treated differently by needles? Just loot. Don't bring blasty grenadiers on supply raids and the like unless you absolutely need them. Mine are relegated to non-materiel...

I think having the infiltration time "Sweet spot" sitting at 4-5 soldiers combined with the pool of cheap rookies drying up in favour of acquiring more expense soldiers with more ranks would accomplish this without any additional changes. I'm more of a mind with joinrbs here, I think it'd...

Grenade dots are an effect of the grenade and so are effected by grenade perks. Ammo is separate from the pistol and applies only to the base effect. To note, Plasma Grenades are worth researching since they also unlock Advanced Grenades, such as bigger firebombs and stuff.
Also medics in XCOM2 are just like medics in real life. They seem totally useless, until you need them, then they're absolutely vital.
